Côte d'Ivoire's commitment

Context — The Republic of Côte d’Ivoire faces both social and environmental challenges.

Social Challenges

  • Human capital, with access to quality health and education services not yet fully universal;
  • Regional disparities in access to essential infrastructure, including roads, electricity networks, drinking water supply, and sanitation;
  • Inclusion of vulnerable populations, particularly youth and women. Post-COVID-19 recovery has also emerged as a new challenge in the past year.

Environmental Challenges

  • Energy transition, with the objective of reaching 42% renewable energy in the energy mix by 2030;
  • Conservation of natural resources, particularly forests and wildlife;
  • Environmental protection, especially in coastal areas;
  • Water resource management.

Faced with these social and environmental challenges, the Republic of Côte d’Ivoire is currently exploring the opportunities offered by the green finance market to support its financing strategy, in line with the objectives of inclusive growth and social transformation set out in the National Development Plan 2021-2025 (NDP), the Government Social Program (PSGouv), and its commitments under the Paris Agreement.

NDP 2021-2025

The NDP 2021-2025 emphasizes the sustainability and inclusiveness of Ivorian growth. This plan has a strong social and environmental component and is structured around six strategic pillars, each linked to several Sustainable Development Goals (SDGs):

  • Accelerating the structural transformation of the economy, in line with the objectives of promoting sustainable industrialization and reducing inequalities
  • Developing human capital and promoting employment, in line with the SDGs related to access to health, quality education, and decent work
  • Developing the private sector and investment, in line with the SDGs aimed at poverty reduction
  • Strengthening inclusion, national solidarity, and social action, in line with the SDGs on gender equality, as well as justice and peace
  • Promoting balanced regional development, environmental preservation, and combating climate change, in line with all environmental SDG
  • Strengthening governance, modernizing the State, and cultural transformation, particularly in relation to the SDG on partnerships for the achievement of the goals

PSGouv 2022-2024

The Government Social Program (PSGouv) is a tool to strengthen the social dimension of the President of the Republic’s policy. The PSGouv 2022-2024 aims to reduce inequalities and poverty by providing populations with essential infrastructure and services to meet basic social needs. It is structured around five strategic pillars:

  • Combating fragility in northern border areas
  • Improving education conditions at primary, secondary, and higher levels
  • Improving household living conditions
  • Youth employment and civic service
  • Social protection for vulnerable populations.
